Abstract: The author explores the need to develop cultural policies that not only strenghten arts institutions and assist individual artists, but would also address the linkages of the arts, sciences, and local history with tasks of creating vital communities, building an educational system of high quality, and using effectively a communications system whose efficiency has far out stripped our ability to know what to say to it.|We must address these issues in order to understand, heal and surmount the shocks and dislocations of life in a technological society and to create communities that are a celebration rather than a test of endurance. So far, I see no efforts at the national or state levels and few attempts at the local level to address these issues.
