Abstract:

This is a report to three Federal Agencies - the National Endowment for the Arts, U.S. Office of Education, and the National Endowment for the Humanities - about certain steps they can take together, and separately, to provide the technical assistance necessary to improve arts education in America's schools and communities.

The report is based upon a four month study that, by necessity, focuses its attention on only a portion of the broad arts education field - primarily that part of it concerned with elementary and secondary education. It is the delivery of technical assistance to the schools and communities - albeit through the federal government and state arts, education, and humanities agencies - that is the focus of this study.
