... in September 1977 ... a new policy on Design, Art and Architecture in Transportation, and a series of initiatives and programs to be implemented [was announced]. The ... department [of Transportation ] would attempt to improve the design quality and the artistic quality of transportation facilities, and announced five major initiatives to accomplish those goals. The five initiatives are: funding for art and design in transportation; improved procedures to integrate aesthetic considerations into transportation facilities; research and training in this field; improved graphics and transportation symbol signs; and coordination and monitoring of the overall effort.     (p. 81)
