Abstract:

In discussing arts and amenities in relation to the comprehensive plan, I define that plan not in its traditional terms of maps, statistics or documentation, but in broader terms of community and arts of the people. I hope to show, first, that the comprehensive plan is no more effective than the process, that in that process is the opportunity for the arts community to engage the people, and therein lies its strength; second, that the process means an involvement with the people in order to insure the plurality of expression so crucial to making the arts of the people; third, that there is a growing need for people to express themselves, that the system especially in the cities, often retards those wants; and finally that we must begin to break down some of the barriers that exist between the arts and the people--barriers not necessarily consciously erected but which must be recognized before we can hope to build a broader base of people involved in the arts.(p. 41)
