Art Therapy: A Federal Fiscal Perspective

Abstract:

Three of the Department of Health, Education and Welfare's largest programs can support art therapy: Medicare, Medicaid, and Social Services (Titles XVIII, XIX and XX of the Social Security act). They have a combined budget for 1976 of $27.9 billion for recreational and therapeutic reimbursement.

Under Medicare, inpatient reimbursement is available for those nursing and rehabilitation services ordered by a physician, which require technical or professional personnel. Art and recreational services are reimbursed if they provide occupational therapy. The costs of high quality care vary from one institution to the next because of geographic location and the level of care. Medicare is flexible enough to cover these differences unless a certain institution's costs are particularly costly. (p. 46-49)
