Abstract:

This case study of Santa Ana, California, which has proclaimed itself the Arts and Culture City of Orange County, provides an assessment of community cultural development in the arts.

The citys goals in using arts to promote development include revitalizing the downtown district, increasing commercial activity, and improving intercultural relations in one of the most ethnically diverse populations in the country. (Santa Ana has at least a 73% Hispanic population.)

By focusing on two organizations, Artists Village and The Bowers Museum, the author addresses specific attempts by policymakers in Santa Ana to use art strategically to drive community development.
