Municipalities across Canada are addressing themselves to formulating cultural plans and, by doing so, are recognizing the fundamental role the arts play in everyday life. Scarborough, Ontario, is one such municipality which sees the need to plan for its own cultural future.

Abstract:

The Eighties have been described as a time for the arts. One proof of this is the Applebaum-Hebert odyssey to gather data for a review of national cultural policy, and its eventual impact on the nation as a whole. Municipalities across Canada are addressing themselves to formulating cultural plans and, by doing so, are recognizing the fundamental role the arts play in everyday life. Scarborough, Ontario, is one such municipality which sees the need to plan for its own cultural future. To achieve this goal, the help of D. Paul Schafer has been sought. Mr. Schafer, an independent cultural advisor who has worked extensively with UNESCO and the Department of External Affairs, is an acknowledged expert on policies for the arts and culture.

Recognizing the need for authoritative information which could be used to promote greater understanding of the arts at all levels, Mr. Schafer has put together this compendium of persuasive arguments to be used by artists and arts organizations when seeking support for the arts. Written in simple, clear-cut prose, the document is intended for use as much by politicians, businessmen and the average citizen as it is for people in the arts. It is a handbook which will serve as an invaluable tool for artists, arts administrators and trustees of arts organizations wherever they may be. . . .
